The Commissioning Process

 The commissioning process is a systematic, quality-focused approach to ensure that building systems are designed, installed, tested, operated, and maintained according to the owner's project requirements and the engineer’s design intent. It is especially critical in complex or high-performance environments like data centers, hospitals, or laboratories where uptime and performance are essential. 

Pre-Design / Planning (Level 0)

  • Establish commissioning goals.
  • Define the commissioning scope and plan.
  • Assign roles and responsibilities.
  • Develop the Owner’s Project Requirements (OPR).

Design Phase (Level 1)

  • Review design documents for compliance with the OPR.
  • Provide feedback to the design team to improve constructability and performance.
  • Develop initial commissioning specifications and test scripts.

Construction / Installation (Level 2)

  • Review submittals and shop drawings.
  • Conduct site observations to ensure systems are installed as designed.
  • Begin checklist verification and documentation.

Pre-Functional Testing (Level 3)

  • Perform inspections and static tests (e.g., verify equipment is installed correctly, labeled, and powered).
  • Complete pre-functional checklists.
  • Ensure all components are ready for startup.

Functional Performance Testing (Level 4)

  • Simulate system operations under different scenarios to ensure they function as intended.
  • Test sequences of operations, control systems, and alarms.
  • Verify system integration (e.g., HVAC, electrical, controls, life safety systems).

Integrated Systems Testing / Acceptance (Level 5)

  • Conduct final verification of entire systems working together.
  • Demonstrate performance under real or simulated full-load conditions.
  • Capture and document test results.
  • Provide training and turnover to operations staff.

Post-Acceptance / Warranty Phase

  • Follow up on outstanding issues or deferred testing.
  • Conduct seasonal testing (Optional)
  • Assist in optimizing operations (Optional)
